He completed his university studies at the Law and Public Administration
Faculty of Eötvös Lóránd University (ELTE-ÁJTK) in 1971 and in 1974
obtained a degree in sociology from the Faculty of Arts of ELTE. From
1970 he was a trainee at the Theory of Public Administration and Law
Department of ELTE-ÁJTK, becoming assistant lecturer in 1973 and from
1975, senior lecturer. From 1981 to 1984 he led the University and
College Main Department of the Ministry of Education. From 1984 he
became head of the then newly formed Political Sciences Group of
ELTE-ÁJTK. From 1989, when the Group became a department, he was head of
department until being appointed a Justice of the Constitutional Court
by Parliament in 1999. He is a founding director and university
professor of the Law Faculty of Széchenyi István University in Gy"or. In
1984 he obtained a postgraduate degree and in 1993 he became a doctor of
sciences. From 1986 to 1989 he was deputy director of the Sociology
Research Institute and head of the Political System Research Group of
the Hungarian Academy of Sciences (MTA). He led the Party Sociology
Research Group in the Institute of Political Sciences from 1989 and
taught political theory at the Department of Political Theory of the
Budapest University of Economics. From 1994 to 1998 he was a Member of
Parliament. He has been a member of the Hungarian Political Sciences
Society since its formation and was president between 1992 and 1994. He
was vice-president of the Political Sciences Committee of MTA from 1991
to 1994 and has been a member of the Political Sciences Expert Committee
of the Scientific Qualification Committee since 1987.
